William P. Parks, Jr.
Mr. Parks is serving on an Intergovernmental Personal Agreement with the State of Hawaii. He is working on the development of the Hawaii Clean Energy Initiative, a joint partnership between the State and the US Department of Energy targeting 70 percent clean energy within a generation. In his eighteen years of government service, he has overseen research and development of renewable, natural gas and industrial energy systems. He has also worked on electricity and energy policy and energy market transformation.
His experience has covered state, national, regional and international projects and development of energy technologies. He has served on numerous energy committees including the US-EU collaboration on distributed energy resources, United Nations efforts on clean energy island systems and US Department of Energy strategic program developments. Mr. Parks has led and participated in the development of several major Department of Energy initiatives including the development of technology
roadmaps in Hydrogen, Advanced Power Systems, BioPower, and Industrial
programs.
Mr. Parks received Engineering and Science degrees from Virginia Polytechnic
Institute and State University. Before joining the Department of Energy, Mr.
Parks managed corporate research and development programs at Babcock and
Wilcox and Dresser Industries, including three years supporting a new
business venture in advanced ceramics. In 2006, he received the Joseph Ianucci Award for lifetime achievement in the advancement of distributed energy resources.
