Theodore E. Liu

Theodore Liu has been the Director of the Hawaii State Department of Business, Economic Development & Tourism since January, 2003.  He is a member of Governor Linda Lingle’s cabinet; responsible for direction and implementation of the State’s business and economic development policies and initiatives.  By statute, Ted acts as the State’s Energy Resources Coordinator and oversees the State's energy program, and played a key role in the conception, enactment and implementation of Lingle’s “Energy for Tomorrow” legislative package in 2006, and “Hawaii Clean Energy Initiative” partnership with the U.S. Department of Energy in 2008.   Prior to taking this post, Mr. Liu was a Co-founder and Partner at PacificCap Group, LLC, a Hawaii-based private equity firm focused on venture capital investment, middle market equity, debt and strategic transactions and corporate finance advisory services.  A US citizen born in Taiwan, Mr. Liu holds a law degree, travels extensively, and has held principal positions with Morgan Stanley & Co. Incorporated, China International Capital Corporation in Beijing, Skadden Arps Slate Meagher & Flom, and Public International Investments Ltd./First Shanghai Investments Ltd.
